History

Although not much is known about his aloof childhood, records reveal that Fushigawa Noroi was born the son of two peasant farmers in the outskirts of the Hidden Rock Village. His family, however modest, regarded themselves with great pride as the descendants of the Fushigawa Hikari, one of the founding fathers of the Hidden Rock Village. It was this pride that compelled Noroi to enter the shinobi academy at the ripe age of five. A natural prodigy in the fields of infiltration and interrogation, Noroi soon gained prominence in the village, rising to the top of his class with intelligence and his expertise in information gathering. He enrolled to take the Chunnin Exams, failing them the first time and passing them at the age of ten. Upon his graduation, he was instantly promoted to the position of Tokubetsu Jōnin in infiltration and interrogation. He was quickly revealing himself to be a shinobi of great potential, and many predicted that he would be promoted to the position of jōnin by the age of 15.

Unfortunately, the shinobi's skill ended at infiltration, thereby hindering his ability to get any further promotions. Indeed, when it came to fields outside of infiltration, the jōnin had virtually no skill; he had mastered only rudimentary elemental techniques, and had literally no hope of performing taijutsu with his crude speed.

But then the earthquake struck.

With the majority of their fighting force wiped out by the event, the council had no choice but to promote Noroi to the position of Jōnin Hanchō, the highest ranked jōnin in the Hidden Rock. He now uses his peculiar skills to maintain the police state of Iwagakure no Sato, and works alongside the Tsuchikage, honing his skills for the day that he may get a promotion to Tsuchikage.
