“Is that him down there?” Sonya said, pointing at the tiny dot down below. Right now they were still flying high up in the sky on one of Jirobou's bird summons. Their suspect was walking along one of the roads that traveled through River Country, heading for the village of Tani.

“Let me check it out,” Jirobou said, taking out a pair of binoculars and scoping out the figure below. “Hmm... interesting.”

Sonya glanced at him. “What is it?”

“That man, he's not alone. Here, take a look.” He passed the binoculars to her.

Looking through them, she could see that there were indeed two people walking side by side, not just a single person. Curious, she activated her Sharingan and noticed movement in the surrounding trees as well. They were carefully concealed movements, but they couldn't hide from her eyes.

“Odd...” she muttered. “Two men out in the open, and others traveling with them in the trees, hidden. And that hat one of them is wearing... it looks like a kage hat.”

Jirobou nodded. “Indeed... and the symbol on it, it's from Ame. We can only assume that one of those men is in fact the Amekage.”

“I thought only the five great villages were allowed to have an appointed kage,” Sonya contemplated.

“That doesn't stop other ninja villages from doing it anyway,” he said, taking the binoculars back from her. “In any case, we can't just go down and question him then. We don't know their intentions or how they will react to us, and if they are hostile, then we wouldn't stand a chance. There's far too much down there for us to handle alone.”

Sonya frowned slightly, leaning back and placing her hands on her thighs. “So then what are we supposed to do? This is the only lead we have.”

“We act like shinobi, that's what,” he said. “We'll follow them to Tani and eavesdrop on their meeting, see what information we can gather from that.”

“That means we're going to have to infiltrate the village, doesn't it?”

Jirobou nodded. “Yup.”

They didn't make it to Tani until two days later, since they were following people who were traveling by foot. They had to constantly double back on Jirobou's bird summon to maintain a slow enough pace. Fortunately, they arrived at nightfall, which made sneaking into the village a much easier task. This was not one of the five great shinobi villages, and as such their defenses were much weaker than what would have made for a challenge.

Keeping tabs on the Amekage, his companion, and their bodyguards, the managed to follow them to the center of the forest village, where they entered to presumably start their meeting. Staying out of site, the pair ended up just outside of the top floor window, which was conveniently opened enough for them to listen in.

During the opening proceedings of the meeting, they learned that accompanying the Amekage was the Rain Daimyo, and also that it wasn't the Amekage at all. In fact, it wasn't even a shinobi. It was a look-alike, made to wear the kage robes and hat to make any potential threats think they were dealing with someone extremely powerful, to ward off any potential attacks, without putting the actual Amekage in danger. It had been effective, too; after all, it had prevented Sonya and Jirobou from attempting to approach them.

“So then everything is ready?” the look-alike asked.

“Yes, it's all prepared,” the River Daimyo said. “We can start the operation whenever you are set.”

“Just so we're sure we're all clear,” the Rain Daimyo interjected, “when this is all over, our countries will be unified. Once that happens, how do we determine who the daimyo is? There can be only one, after all.”

The River Daimyo paused for a second before answering. “There will be a vote, of course, between political figures from both countries. We wouldn't want anyone having an unfair advantage.”

The Amekage look-alike folded his hands on the desk and nodded. “Once our countries have been unified, our collective strength will grow twofold. When it does, we will be in prime position for a coordinated attack on Suna. They are just beginning to recover from their plague, and have lost a good portion of their high ranking shinobi. Their defenses are much weaker than they once were; we should be able to dominate them with ease, and then Ame will take take Suna's place as one of the five great villages.”

The River Daimyo narrowed hi eyes. “You mean Tani.”

“Please,” the look-alike chuckled. “While our countries may be unified, Ame is the larger village and we already have a kage. It will be made the active shinobi village for both countries' forces. Now, if we're all in agreement, we can end this meeting and return to Ame with the news.”

“Actually, I'd like to remain here a few days,” the Rain Daimyo stated. “It was a long trip, and I would very much like to rest for a while.”

The River Daimyo nodded. “You are at home here, please make yourselves comfortable. My assistant will set you up with a room at our finest hotel.”

Sonya and Jirobou quickly fled the scene, making their way back outside the village. There was much to discuss.

“This is bigger than we thought,” Sonya said, glancing around to make sure they weren't followed. “I never would have imagined that Ame and Tani were working together to overthrow Suna... we have to get this information back to the village right away.”

Jirobou quickly made another clone and had it fly away on a bird summon. “We'll wait here for the time being until we have more orders. Until then, we'll keep a watch on the Rain Daimyo and the Amekage imposter. We should have several days before they decide to return to Rain Country.”
