Since Konoha and Kiri seem to be sucking up all the characters, all new characters for now should be made for one of the other three (Suna, Iwa, Kumo). You can circumvent this ruling if you already have a character in one of the other three villages, or you're making more than one new character and place one of them in those three.

the only place that's really character deprived now is Iwa, so any new characters I will ask to be from there

Well, now Kumo and Iwa are rather imbalanced compared to the other villages

i thought Iwa was getting quite a few new members though... oh well... come on ppl they need some shinobi.
