hhhmmm, a senju and a hyuuga under the hokage's wings... that could be rather interesting... two of the top known clans in the village.. works for me... should be an interesting event... what do you have planned for your character... story wise i mean?

Now, see, normally this would be a great opportunity for me to try and make an uchiha, but since I'm still not 100% sure on how missing-nin terrorising villages factors into whether or not you can have a character there, I'll pass. For now, of course.
Besides, Kunitoshi doesn't have Rinnegan. Then it'd be perfect.

Lets say I had a missing nin. If I decided that I wanted them to start terrorising Konoha, I'm not sure if I'd be allowed to make a character there.
Also, not entirely sure if, say, if that missing nin was Mai from Kiri, if I'd be able to make another Kiri ninja, but that's not important to me.

if they are a missing nin, it means that they no longer belong to that village which means that yes you can make a konoha character, especially if that missing nin isn't even originally from Konoha... you can have the same characters in the same village, just not FROM the same village... As for having another Kiri character, you are allowed to have another Kiri character if the other one is in fact a missing nin now...

lol, how is it conflicting... a missing nin doesn't belong to any village... and what i meatn by from i also meant is still currently part of the village... sorry if i wasn't specific on that one... lol

To sum it all up, you can have as many characters from a village as you like so long as no more than one has permanent residence in the same village at the same time.
