To create and use a special custom weapon (weapons that have some kind of special ability), you must have the proper Taijutsu rating (1 for D-ranks, 2 for C-ranks, 3 for B-ranks, 4 for A-ranks, and 5 for S-ranks). Other normal weapons, such as a specially designed blade or a normal scythe with a unique design, etc. do not require you to have a specific rating, and would most likely be considered D-rank.
Also, when creating a weapon, you must spend a certain amount of ryo to purchase it. The higher the rank of the weapon, the more it costs.
D-rank: 200 ryo
C-rank: 500 ryo
B-rank: 1000 ryo
A-rank: 1500 ryo
S-rank: 2000 ryo
