In order to learn a jutsu, you must first purchase the scroll for that jutsu, or have someone else teach it to you. Scroll prices are listed below:

S- 3200 ryo
Once you have bought a scroll or had someone teach you a technique, you can use your stored Training Points to learn it.
Note: you do not need to purchase scrolls for clan jutsus or custom jutsus. Also, remember that all custom jutsus are privately owned unless otherwise stated

Also, a reminder:
The Ninjutsu, Taijutsu, and Genjutsu stats are important for determining what rank of jutsus you can learn in each category.
D-ranks require a rating of 1 or higher
C-ranks require a rating of 2 or higher
B-ranks require a rating of 3 or higher
A-ranks require a rating of 4 or higher
S-ranks require a rating of 5
So, if you have a Ninjutsu rating of 5, a Taijutsu rating of 3, and a Genjutsu rating of 1, you can learn up to S-rank Ninjutsu, B-rank Taijutsu, and D-rank Genjutsu.

Banned Jutsus
The following jutsus may not be used by anyone. Ever.
1) Kirin
2) Flying Thunder God (and no making customs like it either; no flash steps or anything like that. Basically no teleportation/instant transportation moves)
3) Performance of 100 Puppets
4) Human Puppet
5) Edo Tensei
6) Death Controlling Possessor Blood
7) Earth Grudge Fear
8) Any mind reading or precognitive jutsu
9) Rin’negan and all of Pein’s Tensei/Sixth Path techniques. That means no gravity.
10) C-4 Garuda and Ultimate Art: Final Explosion. Actually, no Deidara moves

The following jutsus may only be started with by Jounin or higher.
1) Chidori
2) Rasengan
Note: You may not learn both techniques, you may only learn either Chidori or Rasengan, one or the other.
The following jutsu is limited to being known by only one person at any one time
3) White Secret Technique: Ten Puppet Collection of Chikamatsu
The following jutsus may not be started with except by Sannin/Kage level characters:
6) Any Rasengan/Chidori variants
